Assam NRC: 1 Lakh Names Excluded in New List, Appeals Till 11 July

On Wednesday, 26 June, an additional exclusion list – comprising the names of 1,02,462 persons – to the draft National Register of Citizens (NRC) was published in Assam. The names found in this additional exclusion list were included in the draft NRC published on 30 July last year, but they have subsequently been found ineligible.

Those who have been newly excluded will be informed individually through Letters of Information (LoI) to be delivered at their residential addresses and such persons will have the opportunity to file their claims at the designated NRC Seva Kendras (NSKs) by 11 July.

Their claims will be disposed of before publication of the final National Register of Citizens on 31 July, the release added. Those whose draft status will change to exclusion in the additional list have reportedly been highlighted there as ‘excluded in additional list’.

Those already included in the draft NRC published on 30 July 2018 and not affected by the additional list will continue to be displayed as before. The draft published on 30 July last year included the names of 2.9 crore people out of a total of 3.29 crore applications, while 40 lakh people have been left out in the draft. In the first draft published on 31 December, there were 1.9 crore names.

The NRC in Assam is being updated under the monitoring of the Supreme Court and the final list is scheduled to be released on 31 July.
Deadline for Process Extended to 31 July

On 29 June 2019, the Centre extended the deadline to complete the exercise of updating the National Register of Citizens (NRC) in Assam by one more month to 31 July. The extension has been notified in a gazette notification from the Registrar of Citizen Registration (who comes under the Ministry of Home Affairs).

The process had earlier been extended in December 2018 by six months to 30 June 2019. The Supreme Court, pursuant to whose instructions the NRC is being compiled, insisted that the process could not be extended beyond 31 July.

In the notification, the Registrar General of Citizen Registration has announced that the decision to extend the process – which it terms ‘enumeration’ – was taken since the task of identifying legal residents of Assam could not be completed within the earlier deadline.
